Probably because of a lawsuit that it is there.  We have do not pass snowplows on the right.  Both seem like common sense to me.  Mark

PS...I will add my more cynical answer also.  That if some idiot were to be driving on the sidewalk, hit a pedestrian, we would most likely see both in court sueing whatever powers they could stating there was nothing telling them they could not drive on the sidewalk.  Even worse, seemingly they would stand a 50/50 chance of winning a lotery type payoff from the judicial system and jury that even will listen to that BS for one moment.
