Yes (you can put your personal cell that you also use for business on the DNC list) & No (as in, you are not immune from legal business solicitations or DNC exempt personal solicitations), business numbers are not subject to the DNC list. If you advertise the number as a business, it is considered a business number, even if it rings on a personal cell phone. If you receive an unwanted personal solicitation, unrelated to your business, you may go after them.

I don't know if there is anything to stop you from putting your phone on the DNC list, but what good is doing so anyway? You're likely using your phone number in advertising so it's free to be used.
Not so long ago, telemarketers weren't supposed to call cell numbers either. Seems nothing is enforced so here we are...
I simply don't answer if you don't recognize the number.

HOWEVER i am completely buried in spam calls from those looing to put me in the #1 spot on Google. However, the business use element means any caller can claim they placed a legitimate call, for business purposes, to that number. Business purposes is a really broad brush.
I know, you want to have you cake and eat it too, but you very own behavior undermines your cake consumption. Want it in writing, call your attorney.
He/she will advise you, once a number is published, all protections are lost.
