Property values here dropped 25% to 30% after the boom of the mid-2000's. The prices have increased, but have not returned to the prices they commanded back then.
Some sellers are still adamant that their property is worth what they paid for it (then), PLUS appreciation, improvements, etc.

I don't concern myself with prices from 10 years ago. I'm not sure exactly what you are asking. A 9 year old appraisal has zero to do with value today. I did just have a low appraisal where I really wanted to string up the appraiser. And frankly I am sure so does every one else in the neighborhood.
