 Anyone who lives in Mooresville down Brawley School Road knows that changes seem to be happening literally every day!  Not only are the utility poles being installed in their new locations well inside many homes' and businesses' front yards requiring myriad trees to be removed, but more businesses have also moved since my last update and quite a few homes are now vacated and have bright red numbers on them.By far the most dramatic of the changes is the preparation of the land for the new Mayhew Promenade across from Fast Phil's which has changed the entire landscape around Stutts Road.Saturday one of two remaining homes on the  Mayhew Promenade lot was officially burned by the fire department  while quite a crowd of neighbors looked on.  When I stopped this morning to take this picture...

While cost figures remain an issue, some Mooresville Town Commissioners are reportedly re-thinking their attitudes towards the commuter rail line extension to Mt Mourne. New financial data regarding the project seems to be the major reason for the shift in attitude. For ¼ of the price of widening I-77 with an additional lane, the rail line could carry as much traffic and be done at least 8 years sooner. The cost of the North Corridor extension (to Mt Mourne from Davidson) is estimated at $21 million. Mooresville would be expected to provide $15.8 million of that. CATS officials feel that the increased tax revenue from business density increasing along the line would cover the bulk of that amount (previous reports of the CATS North Corridor negotiations reference Federal Railway Adminis...

CATS Express bus 83X, which runs from Mooresville to Charlotte 4 times a day, could cease to exist without extension of the subsidy which expires this coming July 1. The Town of Mooresville's 3 year contract to subsidize the bus route is at an end, and Mooresville commissioners have been advised not to extend another $95,000 to continue the route through the next fiscal year. While overall ridership is down in recent months, the line has shown steady growth in ridership since its inception. Some proponents of the bus line say that the recent temporary drop in ridership is due to elimination of key Park-and-Ride locations, and that some riders have since found ways around this challenge and are returning to the bus. While the yearly retreat of the Mooresville commissioners touched on a variety of topics from the waste-water plant project to the purchase of the old Adelphia cable system to the requested resignation of former Town Manager Jamie Justice, the main focus was on transit issues. The transportation planning department focused their yearly report on the hiring of traffic engineer Tony Tagliaferri, who has been working with officials in Raleigh to address a variety of issues in the area. Several needed projects are being championed to the NCDOT by Tagliaferri. While some are still awaiting funding, others, like a dedicated left-turn signal at US 21 and Williamson/Brawley School Rd, are scheduled to be completed very soon. After an initial overwhelmingly positive report in the Mooresville Tribune, concerns have arisen over the proposed 6 field soccer complex that the Mooresville Travel and Tourism Authority has proposed for the Brawley Mansion property it recently purchased out of a bank foreclosure. However, a recent discussions regarding the plan for Cornelius Road park indicate that some Mooresville officials feel the town has enough soccer fields planned for the area. The director of Mooresville's Parks and Recreation Department, Wanda McKenzie, points out “about 10 soccer fields” already planned for various locations around town. After 3 years as Site Selection magazine's Top Micropolitan Area, Mooresville-Statesville has dropped to number 2. The new top spot holder, however, is nearby Lexington-Thomasville in Davidson County. Statesville and Mooresville leaders are quick to point out that this change in ranking should not be seen as a negative for the area. They explain that the change in ranking isn't due to less or lower development in the Mooresville/Statesville region, but even more growth in the surrounding areas. After an unsuccessful auction last month kept Mooresville's Brawley Mansion in the hands of the bank which foreclosed on it, the Mooresville Travel & Tourism Authority has signed a contract to purchase the property and has plans to turn it into a soccer complex. The Authority's plan will provide six fields on the 23 acre property and preserve the existing Mansion. Mooresville officials have expressed interest in working towards acquiring local landmark status for the Mansion, which is already designated on the National Register of Historic Places. It is hoped that the soccer complex can draw tournaments to the area, bringing additional tourism dollars to local restaurants, hotels, and shops. The temporary suspension on new sewage service allocation has been lifted with the adoption by Mooresville's Town Commissioners of a new sewer allocation policy. The new policy sets out guidelines and procedures that must be followed for new development to gain sewer allocation. Mooresville's current capacity will run out in about 2010, but expansion of the existing sewage treatment system won't be complete until 2012. The new policy allows for re-structuring the current allocations on a case by case basis in order to deal with, and even avoid, the potential shortfall in service.
