The Pending Home Sales Index (PHSI) jumped 5.2 percent in October to 104.8, its highest level since March 2007, the National Association of Realtors (NAR) reported Thursday. Economists had expected a smaller increase to 100.5. The September index was revised up to 99.6 from the originally reported 99.5. On Wednesday, the Census Bureau and HUD reported jointly new home sales—the equivalent of the PHSI—had declined an ever-so-slight 0.37 percent in October. Both reports measure contracts for the purchase of a home. Lawrence Yun, NAR chief economist, explained the jump in the PHSI by suggesting buyers are responding to favorable market conditions, noting “[w]e’ve had very good housing affordability conditions for quite some time, but we’re seeing more impact now from steady job creation, a...

Many people have failed to notice that the real estate market is starting to show surprising signs of strength. The latest piece of good news has come from a report by RealtyTrac, an internet company that specializes in the foreclosure market. According to their most recent numbers, year-over-year foreclosure filings fell by 16% in September, reaching their lowest levels since 2007. In addition, given that year-over-year foreclosure filings have declined for 24 consecutive months, there is little reason to believe that this trend will not continue in the immediate future. Short Sale Update: Starting in December, Fannie Mae and Freddie Mac have eased short sale requirements on their loans. They've created a new hardship category for short sale qualification... including job relocation, death of a borrower or co-borrower, divorce and even disability. These new rules should allow mortgage servicers to grant faster short sale approval and with less administration. Recall that short sales are the sales process whereby a homeowner avoids foreclosure because the bank forgives the deficiency between market value and what is owed on the mortgage. 30% of all ATL sales in 2012 have been short sales. As a caveat for short sales: Be aware that the 2007 Mortgage Debt Relief Act is about to expire. Fannie Mae revised its housing forecast higher for 2012 and 2013 in its November economic outlook report. Based on the Federal Housing Finance Agency’s purchase-only index, home prices should see an increase of 2.9 percent for the remainder of 2012 and a 1.6 percent increase in 2013. Fannie Mae was also optimistic about originations and expects originations to reach $1.81 trillion in 2012 and $1.54 trillion in 2013. The refinance share of originations should rise to 71 percent in 2012 before dropping to 62 percent in 2013, according to the report. The 30-year fixed-rate mortgage is expected to stay low and average 3.5 percent in 2013. The GSE also expects the Federal Reserve to continue buying $40 billion in mortgage-backed securities (MBS) each month through 2013. A recent survey from the National Association of Realtors recent survey shows that with a recovering housing market and more borrowers choosing higher down payment conventional loans versus FHA loans, home buyers are now investing more into their new homes.    Of the surveyed homebuyers, 87% used a mortgage for the purchase. Typically 91% of the home was financed, requiring a 9% down payment. These numbers suggest that the real estate market is showing signs of stabilization and that those looking to purchase a home want to settle in somewhere long-term and are willing to invest in a larger initial payment.  With tighter credit standards than before, homebuyers are different than in years past.
