There is trouble brewing between neighbors in DC's Atlas District, a recently funky neighborhood near Capitol Hill.  And one particular dispute is leaving many of the long-time residents scratching their heads. Edwin Gray and his four adult sons are living in an old bay front Victorian row house that his mother bought in 1964 and that has remained in the family all these decades.  And from the news reports, it sounds like they have some deferred maintenance issues.  A young couple, both attorneys, with a young child and another baby on the way recently bought the newly renovated home just next door. For the past several years, the street is closed for a day long festival. This Saturday, Sept 17, 2001; On H St NE from 8th to 14th St. Very family friendly, and a different way to enjoy the community. It usually gets pretty crowded, and it shouldn't be that wonderful muggy DC September, it should be pleasant. Sales of existing homes, while still lower than year-ago levels, jumped in September. The National Association of Realtors says existing sales of single-family houses, townhomes, condos and co-ops rose 10 percent from August to September, the biggest monthly gain in nearly 28 years. Compared with a year ago, existing home sales nationwide were down 19.1 percent. Still, the Realtors' group says the housing market is in the early stages of recovery. "A housing recovery is taking place but will be choppy at times depending on the duration and impact of a foreclosure moratorium," said NAR chief economist Lawrence Yun. Once upon a time, the H Street corridor of the Northeast was one of the biggest shopping and entertainment districts in the DC region. The 1968 riots that followed the death of Dr. Martin Luther King disrupted that for a time. As recently as 5 years ago, much of it was still a mix of boarded-up storefronts, Chinese carry-out restaurants and discount beauty salons.
