Market speed remained stable for the third consecutive month in November, according to a report by Redfin. Across 23 metro areas, 27.2 percent of homes went under contract in two weeks, up slightly from 26.9 percent in October. While the percent of homes selling in two weeks or less remained steady, homes overall took a bit longer to sell in November than in October. For all homes across the 23 metros, the median number of days a home spent on the market before going under contract grew to 34 from 31 days in October. Buyers in San Jose, Calif., scooped up homes the quickest in November, with 48.6 percent of listings going under contract within two weeks, up from 48 percent in October. The results of the weekly Freddie Mac mortgage survey indicate that average fixed mortgage rates continue to a slow climb entering the new year. "Mortgage rates edged up to begin the year on signs of a stronger economic recovery," said Frank Nothaft, chief economist for Freddie Mac. "The pending home sales index inched up 0.2% in November, after five consecutive months of decline," he added. "The Conference Board reported that confidence among consumers rose in December and the S&P/Case-Shiller 20-city composite house price index rose 13.6% over the 12 months ending in October 2013." According to Freddie, 30-year fixed-rate mortgages averaged 4.53% with an average 0.8 point for the week ending Jan. 2, 2014. This is up from the last week of December when it averaged 4.48%. They say the rapid bounce in home prices seen this year, which was driven by investors and tight supply conditions, will soon start to moderate, and the next stage of the recovery will be characterized by strengthening activity among owner-occupants and mortgage-dependent buyers, as well as a much more moderate pace of house price inflation. Overall economic growth, on the other hand, will accelerate in 2014, according to Capital Economics, from around 1.8 percent in 2013 to 2.5 percent this year. Both the 10-city and 20-city composite home price indices posted year-over-year gains of 13.6%, soaring to their highest gain since February 2006 and hitting the seventeenth consecutive month of annual increases. According to the latest S&P/Case-Shiller Home Price Indices, the two composites showed a small growth of 0.2% for the month of October, while 18 cities posted lower monthly rates in October than in September.   "Home prices in October continued their slow march forward from September’s levels, but continued to make leaps over the 2012 prices," Quicken Loans vice president Bill Banfield said. What can we make of the seeming incongruity of indicators in the housing market as 2013 comes to a close? Mortgage applications recently hit a 13-year low. Existing home sales fell for the third consecutive month – and for the first time on a year-over-year basis in quite some time. Pending home sales also fell for the third consecutive month. But homebuilder sentiment rose significantly, we saw an enormous spike in housing starts, and existing home prices continue to creep up, although more slowly than they rose earlier in the year. Be warned: A mortgage may be harder to get, at least in the early months of the year.  “You’ve heard all the stories about how difficult it is to get a mortgage and all the documentation required -- there’s going to be a lot more of the same,” said Ron Haynie, senior vice president of the Independent and Community Bankers Association. A slew of new mortgage regulations will take effect between Jan. 10 and Jan. 20 next year.
