  California Mortgage Rate Update for the Week of 2/27/12:     OK.  We're back to another "normal" week and they'll be some economic reports to deal with.  Most expect the data to come in better than previous reports, so I tend to think this will not be favorable for lower rates.  Remember, an improving economy will portend higher rates and the bond markets that drive mortgage rates will respond accordingly.   On Wednesday, Fed Chairman Ben Bernanke will be speaking, and again here, I don't expect anything outwardly favorable for mortgage rates.  Fed members remain divided on the need for, and effectiveness of, continued monetary stimulus so I don't foresee a direct announcement of any new initiatives.  If anything, some of the recent positive reports might have the Fed leaning towards...
