WOW!  I don't think it will ever pass Constitutional muster, but I do wonder why the government would want to interfere with a private enterprise.  Is it to make it super easy to cancel what ever and who ever has written about it?

Buzz Mackintosh, I'm sure if you search, you can find all sorts of seemingly crazy legislation filed throughout the country, for example:

A Washington state lawmaker exempted Native Americans from her life jacket bill, suggesting they're less likely to drown due to "eons" of experience with "cold water" in the state.

Washington state Rep. Cindy Ryu, a Democrat, is the sponsor of HB 1707, a bill that would require people to wear personal flotation devices while on stand-up paddle boards, kayaks and canoes in an effort to prevent drowning deaths.

The legislation, however, includes an exemption for members of federally-recognized Native American tribes.

Just read something like this but did not know it was FL. I think that there are too many people writing about stuff that they have no knowledge of. Kind of like the annoying big mouth at the party only they now have a blog & an audience. 

I think they should be registered of some sort. They are giving advice to consumers & not taking any responsibility in what they are saying.
