Best is an interesting term. Best what? Amenities? Schools? Quiet spaces? Parks? Shopping? I see that AZ states Paradise Valley the best city and albeit it is a beautiful area it's not one that is 'affordable' for many. Median home price is over 1 to 1.5M. Gorgeous area for sure! I appreciate where we live 'Moon Valley' as we're surrounded by 3 mountains, beautiful golf course, mountain preserve in our backyard practically and all the amenities that make life simple and easy.

Best is a very subjective term. I'd say that Thousand Oaks or Simi Valley would be best for usually being in the top 5 "safest cities in the country" (per the FBI), but others may prefer beach-front cities like Ventura or Malibu, while others may prefer the more remote ones like Meiners Oaks or Somis where land is still (relatively) cheap.
Ventura County in general is great for it's low crime and pro law enforcement mentality. A solid chunk of our population is military and law enforcement. Simi and Thousand Oaks are known as "where the LAPD and LASD go to live." LAPD being the second largest police force in the country, behind the NYPD and LASD being the largest Sheriff's Department in the country.

Interesting that this list would have Sherwood in Oregon. Sherwood is a suburb of Portland - and I would say the gateway to the Oregon wine country in the Willamette Valley. If it remains untouched from the craziness in Portland, then I can see why people would like it.

Small city, less traffic and noise, clean air and a good neighborhood with lots of blue sky and nature.... In Florida all the cities are AWESOME, However, the best needs some defintion.
Some indicate the BEST is the city where those they know have already moved to.
If one is a Scientologist, the Clearwater is best.
If from NYC, Miami is best.
If from Akron, New Port Richey is best.
If one spends most of their time in Malls, Orlando is best.
If one needs to deliniate from the riff-raff Sarasota is the place.
Want to be left alone? Any place interior and south of Alligator Alley wil be best.
It is such that for me, I live on the Guf Coast but vacation on the East Coast of Florida. Where ever you are at in Florida it is what you make it.

I live in Santa Clarita, California. I say that there is no better place to live unless I could hear the ocean. Our city is clean, friendly, safe and well located. We are 32 miles from downtown Los Angeles, 45 minutes from Malibu, 41/2 hours from Las Vegas, 40 minutes from Ventura and an hour from Santa Barbara. We have Six Flags Magic Mountain, an annual marathon, a host city for the Amgen Tour of California, a formerly TPC Golf Course, Valencia Country Club Golf Course, Hurricane Harbor Waterpark, Ice Skating Rink affiliated with the L. A. Kings, a Westfield Mall, a man-made lake community and some of the nicest housing tracts around. This is utopia.
