Excellent question. It's a way to narrow the focus of the blog for when people search by specific areas. As others have stated, you can get it down to the state, county, city and even tract/neighborhood/subdivision level. If your tract/neighborhood isn't listed, the ability to add one in is being worked on, but ActiveRain Member Support should be able to assist you with getting your neighborhood need to the right person until such a time as the adding feature is working again.

Good question. Hyper local means drilling it down to a small area. Instead of using key words like Phoenix Homes for Sale, we for years, narrowed it down to smaller markets such as Phoenix 4 bedroom homes for sale with pool and office. And many more smaller areas, like subdivisions etc.

Active Rain displays blogs to users based on search criteria. So as an example someone might search for real estate in Scottsdale, Arizona. So when the results are displayed blog posts that have identified as Hyper-Local Scottsdale will show up first.
Here is an example of a post where Maricopa County was specified with the Hyper-Local parameter. You will notice only posts with Maricopa County are displayed. You can specify all the way down to a city or town.
