What you have is a local problem.
The amount of leaves dropping from the trees for which I am responsible can be raked up and deposited in my organic waste disposal cart with is picked up by the garbage company each week, Will Hamm along with the cart with garbage for the landfill and the cart with paper, cans, etc, for recycling.

We can't burn yard waste here in the subdivision. Why put it on the curb for the City trash service to pick it up, when it's perfectly good organic material that can be returned to the soil.
We have a brush pile in our backyard for fallen branches, pine cones, other yard debris. When the pile gets more than six feet high, we start another one.

Wait until the wind blows from the opposite direction. When we lived up north we had a large, heavily wooded lot that backed up to deep woods so it was nearly impossible to keep up with raking them. We bought a leaf blower at Sears, I think, and instead of raking the back year we just blew them into the woods. The front yard we still had to rake for safety reasons, though.

Will, in our parts people are more affected by the copious amounts of fine dust from combining the corn and beans to our west and north. Although some of our more rustic neighbors wouldn't notice the cloud of dust from combining as they rake leaves, because they BURN their leaves.
Our farmers are doing their part for the environment, however, by putting Snuggies and Huggies on their livestock to cut down on methane gas emissions. ^_~

Is the ground cover native to the area? If yes, this grass will pop up at it's duly appointed time in the spring.
However, if like in Florida, the ground cover is not native, leaf cover will kill it completely in two weeks. That is about $2,500 down the drain with a very modest sized lot.
If I could not do the leaves myself, I call a service to save my yard. They may ask, 'Where do you want me to put the leaves?"Haul away IS more expensive. So for about $60 I've saved my beautiful yard.
The yard is awash in purple blooms and grasses, yellow flowers and marigolds, Golden waterfall of blooms on the Acia tree. Even the bird feeder is being populated by wings looking for a wintering place.
What a shame if none of it could be enjoyed because of the Sierra Club fires.

Mulch them up with a lawnmower.. going slowly and or raising it up to tear and shred. That organic material is great fertilizer. Or you could get a leaf blower and send them on down the line... In Maine, all of a sudden the trees let go one early morning... not one at a time and lazy style but just all let go and you can hear the activity Will Hamm . My son lives in Leadville CO and so sad for the loss of trees, the smoke for those already breathing harder where the air is thin up in the Rockies.
