We have a few govt agencies here where integrity is a foriegn concept too.
Try documenting each email from them by forwarding to a witness or to another account of yours.
We find this method to be essential with some govt workers, along with documenting each conversation with an email.

That's working with the village/county or state. I do not know of self-destruct emails but you should be able to save all received or sent emails on your own computer.
I know that you can retract them in Gmail, there are receipts in Outlook saying whether they looked at it or not (stops lying).
