California is weird. Out here if you've let your license expire and go to buy or sell a house (either FSBO or with an agent), you still have to declare that you have a license. On the other hand, you cannot collect any referal fees or anything else that requires a license.
An unlicense assistant in CA can ask if you have talked with a lender and ask for a copy of your pre-qual and depending on what questions you ask, can even go through a list of qualifying questions with the lead. They can't recommend a lender though (if memory serves).
If you're getting a good amount of leads that are looking in the near future to buy/sell, I suggest starting a lead sales business. Like how Zillow sells agents leads w/o being a licensed agent/company. Or get your license and be a referral business. No need to join an association or NAR, just activate your license and refer out. If you don't have a Broker's license though, you may need to find a company to hang your license at, since some companies/escrows won't pay referrals to anyone but the Broker. That might require NAR membership, unless you can find one that doesn't. Out here no commercial brokerage requires it and there are several internet brokerages that don't. Just google "<state> non-realtor brokerage" to find them.

We don't get too many leads from Active Rain BUT go take the license classes and test ASAP. You can't legally pre-qualify someone, to do this implies you have a license, can pull credit and have ability to quote rates. There are fines.

I don't totally know what you means by "pre-qualify." There could be restrictions in your state on what you can or can't say to a member of the public if you're not licensed. I suppose you could always ask a few basic questions and refer them on to a licensed agent. You do need to make it clear up-front that you are not acting in the capacity of a real estate broker or licensee.

You have a number of challenges.
#1. What are the constraints on REALTORs regarding YOUR compensation?
#2. Peek behind the curtain at other companies who are successfully taking a portions of agents compensation and structure your business accordingly.
And if that is too much trouble,
#3. Use 'leads' as the opener to get agents to sign up for your services.
#4. Or get your license and run an exclusive 'referral' business. This will cannibalize your real estate agent SEO services business.
Can you verify or do some veracity checks? Yes. However, be sure you identify yourself as someone other than a lender, broker or real estate professional. Everything that needs to be done can actually be done via your sales page and all you need to do is call and verify they are indeed the ones who filled out the form. Doesn't that sound incredibly safer?
And there are basically two things the agent needs.
1. some indication of motivation. (i.e. selling in 90 days in Holiday FL.)
2. verified contact information.
Address is really nice but not as important as some would have you believe. Address allows YOU to place a value on that lead. So, it's more important to you than the agent.
