Here's the rule for my state: Utah state law provides for semi-closed primaries, meaning that a voter generally must be registered as a party member in order to participate in that party's primary. A previously unaffiliated voter can participate in the primary of his or her choice.

Tammy,  Indiana one does have to declare a choice of political party in the spring primary in order to prohibit crossing over and voting for the weakest opponent.  In the general elections all candidates for each office are on the ballot.

      In Florida, only registered Republicans can vote in the Republican primary, only Democrats can vote in the Democrat primary, etc.

     I have No Party Affiliation (not the same as "Independent").   Just before the primary election, I change to Republican so that I can vote in the primary.   Then I change back to NPA.
