Yes, they are follow links, and you can check that using the free chrome nofollow/do follow links.

So if I link back to my recent article about warm gray paint shades, you would see it's a follow link.

But if I do that on a blog post comment, it's nofollow.

Links, and back links?

Google used to insist some many of them with references and images properly labled to get the juice.  Most recently all efforts seem to be meaningless and stay on AR only.
