I have not seen one quite like this (I've seem 'small', but not 'circular' with an 'inside' section), so I will guess Sam Shueh - A Kitty Door, that lets the cat go from room to room but keeps a larger pet out?  I will check-out the answer tomorrow!

its just weird.... I suppose it could be a closet with the kitty litter box in there and the cat goes in and out as they please and get a little back scratch for good behavior..... it is in California
