       Florida is a riparian rights state.  So it's basically a non-issue.  The only entities that are affected/regulated are the huge agricultural conglomerates in central and south Florida that use copious amounts of water (sugar cane, citrus, cattle).

Here in Pennsylvania, we have lakes, rivers and streams so storm water management and flood control is more important than water rights.

Central Washington is an agricultural area so water rights are VERY important.  Also, we are a dry desert like climate and whether you have irrigation shares or not makes a BIG difference in the cost watering your yard.

Water has rights. Water has the right to be free and to flow wherever and whenever it wants to. Water has been imprisoned and frozen in glaciers for a millennium. Water rights activists are lobbying for an acceleration of global warming so the glaciers will melt and enable water to exercise its right to free movement.

Here is a couple:

Incorrectly Assumed Easements- People passing over your beach to get to the public beach & people going through you're property to get down to the water.

Water community problems- neighbors policing their private beach with the goal to target outsiders using their beach but with the result of confronting neighbors in the community that they don't know who do belong there.

I have no issues with water rights - at least not the kind you are asking about.  

Rights such as the need to filter the water I drink and cook with ... that's my right and choice.  I wish you all the best with your studies.

In our market (Central Oregon), there are many properties with water rights. But in the last few years, we have had a lot of legal issues connected with these due to environmentalists suing to keep the water levels higher in the major rivers due to an endangered frog.  We now produce a documented called the "Spotted Frog Addendum" in transactions which have water rights which notes that those rights may change over time due to this issue.

Honestly I haven't seen any. We have a river and that is controled by the TVA and we don't drill for water since we have good utility companies and public water.
