I know some brokerages provide RED-X for their agents to contact expireds and they don't filter out DNCs. So, you can get into a lot of trouble if you do phone them.
Why not stop by the house with a CMA and an offer to meet with them?

You might find the number in the MLS, although many agents and some MLS's delete the numbers when the listing expires. If you do find the number, you have to comply with State and Federal DNC lists.

Vulcan7, Redex and Mojo are the most commonly used. From my experience they will provide tele numbers for currently listed property, expired, LIS Pendens, and random stuff.
Agents using these services tend to walk right past the agents sign in the front yard to solicit a 'already listed' property.
They tend to think, "Vulcan made me do it!" is a valid response.
Moral to the story: these services make agents lazy and incapable of rational thinking.
But your question was, "What is the best way?"
Wait for the siege to end then present a message with a vulnerability dimension and your reason for existing. If there is resonance, they will call. Your other option is to be part of the 'Sea of Smiley Faces' trying to manipulate a homeowner caught in the bitterness of disappointment.

I also try to "preview" a property after it's been on the market for a while to show an interest (gets past the question "why didn't you bring a buyer" when asking for their listing later...)

I use Landvoice. They provide a daily report of expireds with phone numbers. However, the majority of the numbers are flagged on the list as do not call. I complained about this to the salesperson, and he said most agents just call them anyway. Ethically I won’t call them. I respect someone’s right to be on that list. I am on that list and hate every caller who violates the list and calls me anyway. It is a subscription that I won’t renew.

The best place I have found for Expired Leads is the service offered through RedX at www.theredx.com. It costs a small amount of money, but you can export your daily list in .csv format so that it can be easily uploaded into your CRM.

No clue... haven't worked expired in years... not enough there to make the time worth it these days. And I never called expired... they hate that cold calling 5 minutes after they've expired from dozens of agents. All of the expired business I picked up way back when was from a consistent mailing program.
