In our State of California, Kathleen, real estate activity can only be conducted by a licensee. The nature of discussions resulting from calls to potential buyers and sellers fall into the category, in my opinion.

I've argued at length with someone who says it's legal in Georgia.  However, when I called the commission that said even if they are calling someone who "inquired" on line it's still considered cold calling and NOT legal in Georgia.
