    In Florida, the term "window treatments" is commonly used.  It means anything on or over the window:  blinds, drapes, rods, verticals, curtains, valances, whatever.

     Having said that, it's best to either (1) have the seller remove anything they don't want to leave with the house before putting it on the market and/or (2) itemize everything that the buyer wants to remain in the personal property section of the contract.

That is probably a legal hotline question. The general rule of thumb where fixtures are concerned is, if you have to use a tool to remove something affixed to a wall or floor, it's a fixture.
If you're concerned about shades of gray, spell out specifics in additional language in your contract.

In PA the contract states 'window covering hardware (including rods and brackets), shades and blinds;'

I remember in real estate school years ago they said curtain rods were considered real property, but the curtains themselves were personal property. When in doubt, define it in the contract.

In North Carolina we got rid of this problem years ago and window coverings are very specifically identified as to what is a fixture (rods, blinds, built-in coverings, plantation shutters) and what is personal property (curtains).

Everything that you mentioned remains in NC & SC with the exception of the curtains - the rods remain (they are permanently affixed to the property), as are the shutters & blinds.

I would take it as all window coverings unless otherwise stated ie) drapes in  living room not included etc. Here anything that is secured to the walls such as curtain rods, TV brackets, mirrors can not be removed unless it is written into the contract they are not included. I write into the contract that we want all window coverings including drapes if my clients want the drapes, that way there is no mistake.

What covers the windows is included. Method of attachment is another subject which I remember used to be on the licensing tests...I sold a house that had 5 matched speakers in the ceilings. They unscrew and are removable but what holds them in place was constructed permanently in. I let the buyers know they can purchase the speakers. They did

Attached is a key point. So, any curtains are negotiable items since they are not attached, but since they are usually custom make, many homeowners leave them behind.

The curtains and the rods as well as blinds are how I've read it over the years.  The rod hooks are part of the house.  I typically ask at the listing appt. if the sellers want to keep the curtains.  If they do, I exclude them.

It's open to interpretation and I clarify it in writing. Rods are attached. For some it would mean all coverings. But I've had sellers want to take custom drapes.

"The home sits on a corner lot with a rather spacious yard wrap around the back of the house. The interior layout flows very well by the entrance to the open kitchen and family room in the back. With the exception of all the window blinds, the home has been nicely updated. This home shows very well. --Review of the home 

FYI-two rainmakers have a lot to do with this home. One is a NY floor girl the other modernized the home except the blinds. Owner did not want to replace with more attractive blinds. New owners can replace the existing blinds which stays with the house beacuse of the CAR clause.

In our area window treatments convey with the property unless specifically excluded. That includes curtains and their installations.

In my world anything that covers a window is included UNLESS they are specifically excluded in the contract.  Things are getting wild and crazy in the real estate world. I recently had a seller remove the curtains the day we closed escrow.  I hunted that sucker down and demanded he return them. He did.

That language is open to interpretation so the best thing to do is make sure the offer and contract is specific about what goes/stays.

Window coverings in our purchase agreements (TN) specifically clarify and state, curtains, drapes, rods and hardware, shades or blinds. There was a lot of confusion before the clarification.
