The answer from Google:
A right of first refusal simply gives the potential buyer a chance to enter into a transaction before anyone else does. ... The fundamental difference between an option and a right of first refusal is that an option to buy can be exercised at any time during the option period by the buyer.

The option has money paid that will be forfeited if the buyer doesn't buy. The seller is obligated to sell but the buyer is not obligated to buy. The first right buyer doesn't lose their money

The first right of refusal gives the tenant the opportunity to purchase the property should the owner wish to sell. An option gives a purchaser the right to purchase a property within a specified period of time agreed by both parties. An option must have consideration up front. Should the optionee not exercise the option, the consideration is forfeited to the optionor.

The option is just that... and usually involves a fee that is paid whether or not it is exercised.
