Fascia boards are installed directly under the edge of the roof overhang. They are installed vertically and generally the rain gutters are nailed to them.

Sam saved my the explanation.... but to go one step further, the fascia board is attached at the end of the roof rafters... and the gutter system attaches to the fascia board...
