The greatest problem is that we allow our govt to Control OUR land, the land that we pay for and pay taxes on.

In the constitution this is considered to be illegal to take the rights from citizens without compensation, but politicians and govt agencies conveniently forget this as they promote these police actions on OUR land.

Real estate professionals can't change the zoning. Owners go to planning desk, planning department and ask for a hearing. Neighbors can dispute.  Water is the most important resource for new land development in the west. Without potable water you have nothing

Sounds like these type of problems need to be handled by the zoning department, attorneys, planning commissions and/or land use specialists.
