I would hope this feature would be standard in all new homes. I have it in mine and it's very helpful; not sure we paid extra for it when building.

I have just become familiar with these pulley systems in the last two years and love them.  I would absolutely try to negotiate it as part of a new build with a two story foyer.

When we lived in Atlanta, we had a 2 story foyer and that upgrade should just be included, in my opinion, even if they up the price to include it.  I cannot imagine NOT having it and happily paid extra for it.

I showed a house a few years ago with that feature and I loved it! Literally I was telling a client about that home today because she was saying her hall fixture was dusty and it was hard to clean!

This has never been brought up and with the new longer life, multi-years CFL's, I have not heard of any of my homeowners that considered it a problem. I was aware of this type of fixture, though.
