Basically the same here as Debbie and Fred said for cities and villages. Nebraska is broken up into several NRD's - Natural Resource Districts. Almost all of Nebraska sits on one of the largest fresh water aquifers in the world, so our state does a lot to protect that fresh water as it's an important natural resource.

Our farms are fed by the Aquifer, most of our water comes from Northern California. They act like the middle east and their oil. They have the water and don't want to give Southern California for all we give them.
