I've not had that experience.  I live near where I was born. My clients who relocate to San Jose already have jobs before they move here.

I've not know too many people to relocate without a job already lined up.  However, my advice would be to start with the local chambers of commerce and to search for "____ industry jobs in city name".

When I was looking to change companies back in my technology days, that is what I did in addition to going on Monster, Dice and other tech centric job search sites (as well as government job posting sites).

You asked where I looked when I relocated, so I'll share, I simply set up interviews at the top 5 brokerages in San Diego; determined by market presence, sales and training/support in the market area I wanted to serve. I recieved 4/5 by referral.

#1. Place your CV or resume with job placement and temporary employment agencies. Many larger companies are only accessible via these channels for reasons we all know.

#2. LINKED IN with executive summary as your resume. Be 'specific' in your accomplishments and disiplines. No chronology please. Linked In. like Craigslist is a popular hunting ground for fraudsters. Take care.

#3. Create your elevator speeech

#4. Go to many community gathering of any kind. Get the contact info of the leaders

#5. Introduce yourself and ask for their help.

It really depends on the line of work you are looking for. Many companies raid other companies employees....I see engineers moving every 4-5 years with a different company and location..because of recruitment.

Depends upon what kind of work you do. If it's construction call construction companies in the area to see if they are hiring. If you are an office worker call the HR Dept and ask if you can come in and fill out an application.  Employment agencies are helpful also as long as the employer pays the fee.
