I would not leave anything with knocking or without. Those hangers have your full information( and your broker's, if you have one~ at least, this is required in CA), people will complain and many can a get a wrong idea about you and your company. 'No Soliciting' means no flayers, no salespeople, no free samples, no anything. It's not worth the risk.

Legal or not, you're soliciting aren't you? That would be a sure way for an agent to guarantee I would never hire them since they can't read or follow simple instructions. Some counties here require solicitors to have a license.

One good way to find out, start distributing flyers, some will object, but many will be fine with it.

I'm not up on Georgia law, but I highly doubt that there would be any penal codes against it. Check with your legal counsel or your state's legal hotline or the local cops for the best advice.
Personally I see "No Solicitation" signs just like "No outside food or drink" signs at movie theaters. Unless they have a way of enforcing it, it is just a sign on a wall and totally useless.
I have friends who have "no junk mail" type signs on their mailbox. USPS doesn't care and still delivers the junk mail. If a former federal agency doesn't care...
