Yes, it actually happened a lot in the Great Depreciation of 2006-2011 with many of the short sales. Has not happened much these days. I wrote them according to that specific buyer, gave the best advice that buyer needed; therefore every buyer being unique, received different strategies based on their loan & cash situation, not the other offer. It was easier than it sounds.
One time (2007) I was house shopping in the same budget as one of my buyers; she used to say "don't you dare offer on this one, it's mine!" We were actually looking for different criteria, but I would tease her with "wow! I really like this house, I need to show it to my bride!"

I've never written an offer on one property by two different buyers at the same time. I avoid running into the dilemma as best as possible. Should it ever occur I'd refer the second client to another agent to write the offer. It is too much of a conflict for even me to handle.

I told all four of the that I would represent the first one to give me a signed offer with an earnest money check, and then I would refer the others to trusted colleagues.
