Not sure how you could/would pursue it, but its your company, you do what you want to as long as it is legal within your states licensing.

Now, Brokers can have policies, and then you have to make the judgement call to take your business, your clients, and your $$ elsewhere.

The broker chooses which agents to hire, but if 2 or more of those agents want to work as a team, it should be discussed with broker, because different rules apply to teams. As far as broker saying which agents can be on the team, No, and I doubt if a broker would ever do that.

The differing answers gave me pause for thought.  My initial reaction was the same and Annette Lawrence , Palm Harbor, FL 727-420-4041 - it's the broker's responsibility - so they have the final decision about who hangs their license at the brokerage.  Someone else highlighted the possibility that the potential team member was already licensed with the brokerage.  In that case, any prior written agreements you have with the broker would hopefully cover the situation. If not, ultimately it's the brokers decision.

Being an independent contractor only relates to the IRS ruling and the brokerage as it relates to employee status. If the agents don't like it, they can always get their broker's license and start their own brokerage and hire whomever they wish.

Yes. The broker should have a say regarding ANY licensed individual who intends to work under that brokers supervision. 

Should a team leader be allowed to hire an felon or other 'offender' type for support roles in defiance of the brokers protest? Let's say the team leader is very socially conscience person and knows there are few options available to those who need integration back into a working society therefore working closely with organizations like Salvation Army, Goodwill, Heat, Catholic Services, Metropolitan Ministries.

Yes, but you need to have a big say in that.  You know if you work well with someone or not.

As a managing Broker, I personally do not get involved with who is on an agent's team as long as they are licensed, ethical and abide by the company's policies. The only time I would think that I would intervene is if we have a disruptive personality that is causing issues for anyone in our office.

No, for those that have a successful team they will only hire great talent.

The broker is taking on the risks of your staff's actions, they need to be aware of those risks and I think should have veto power.

Otherwise, get your own broker's license and take on the risk yourself. 

If they are a licensed agent, they work under his license; so in that respect YES. If its admin or marketing that doesn't effect his license NO.

As agents, we're all independent contractors.  As long as our team members are doing things the right way, it doesn't and shouldn't matter to the broker/owners.
