I haven't heard of them, but I'd guess there's a super complicated formula for selecting agents or a formula they say they cannot reveal.
When they call again, they'll encourage you to accept their offer to do the 10-15 minute talk. Once you're engaged, they'll tell you that the only way your talk will become public, be published or whatever is if you pay a fee.
Pure speculation on my part, but that's the gut feeling I have on this.
