If the goal was to make a Germain Chocolate cake, neither will work.
If I understand correctly, the suspect is in front of the house and they can see a offer of 'pre-recorded message" or a url offered by print or QR code.
The only thing that is really known about the suspect is they may have interest in buying a house. What is the most important motivator for someone who has buying a house on their mind that will allow them to pre-select and CALL you?
IF this person is a serious buyer, do you think they will get out of the car?
If they are NOT serious, do you want them to call you at all?
Of the two choices you present, #2 is the only one I would consider, However those two choices are not the only options available.
Without knowing the goal, (make the phone ring is not a goal) it hard to suggest the appeal, media and message to convey.
Example:
Goal - Sell that house
Plan - Exhibit price and monthly payment (ymmv)
Urgency - finance assistance until end of month.
Action - pick up phone and call
Now the goal may be to snag a few buyers maybe even a seller to two. Different goal need a different plan.

24 hour recording sounds like the old talking house system, which is long dead.
We use the property website, linked to a text rider on the sign so not only does the prospect recieve everything to their smartphone, its SHARABLE being able to be forwarded.

If you were selling my hope, I would expect it to be on your web site under featured listing with beautiful professionally done pictures. I would expect a slide show. A single property web site is not that important in my mind even in the property is high end. I don't like the recording! A
