Sam Shueh to best of my knowledge FAA guidelines are same for all states. Drone Photography is not yet legal to best of my knowledge.
Though I did read few have been granted permission in AZ area - some exemptions.
Evdentually, it will come down to person's tolerance for the risk of taking pictures and video using drones.

Most of the District of Columbia and a lot of Northern Virginia is in restricted air space, being so close to the White House and the Capitol building. So that makes is illegal in most places.

At our state convention last week, there was a legal panel, and they said the FAA is now requiring agents to take down photos taken with drone operators without a license.

The laws and regulations in Canada are different than in the USA. It can be done in Canada only if all the appropriate laws and rules are correctly followed. There are a number of restrictions. Approvals must be obtained from the appropriate government authority. Canadian law and regulations has been changing over time, including very recently, so it is very important to obtain the most up to date information before conducting any such photography. There are heavy penalties if the laws and regulations are not followed.

I am not going to go there, all you need is for your drone to crash in the neighbors yard while his wife and young daughter are sun bathing. Guess what he thinks you are up to. Google earth is free and I can see all I want to on it.
