Depends on how much he charges for the repairs he makes?

And if that income is created without a receipt?

And if he renders unto Ceasar what is Ceasar's.

And if the service provided creates hazardous waste that is not processed correctly.

And if the neighbors benefit more by his presence than they are inconvienced by the repairs he provides.

The neighbors may be aware of this homeonwers 'second' choice which they know they are going to hate so tolerate diesel repair at a great discount.

Is THIS homeowner breaking the LAW? How would I know? Call an attorney but understand, you may start things in motion that you can not stop.

You would really need to make sure with Planning and Zoning. They would have the definite answer for your area or Neighborhood. It sounds like it to me. A Diesel Repair Service Shop would be Commercial Zoning. They would need to be in a Commercial/Residential Zoning area, allowing both. Call your City/County, Planning and Zoning Office.
