Living in San Diego I have buyers reschedule yes. It's hilarious how they freak out about rain here; it's a rare rainy day here. But I never cancel because of rain. I try to tell the client it's a great opportunity to check for leaks.

It depends on how hard it's raining. With a light sprinkle, certainly not. If it's really pounding hard (which we recently had) then I do cancel. No on in San Diego slows down in the rain and there are hundreds of accidents on the rainy days.

Showing in the rain sometimes gets a buyer to decide that a house is not for them quicker. What I mean by that is on more than one occasion, we have discovered issues with a property while there. Like flooding basement or crawlspaces, issues with the gutter and roof, water drainage in the yard and roadways. Rain can save a buyer money in the long run. I always have umbrellas in my car just in case.
