It may simply mean the the lawn was recently seeded.

In some neighborhoods, this may be an alert for dog owners to seek another location.

Someone who cares that much about the grass probably cares that much about the house too.

Lawn might of recently been sprayed with chemicals ( Chem-lawn) for example, or owners could have pets and haven't cleaned up after them yet, or carpets might have just been cleaned and owners don't want grass stains on their carpets. Could be several legitimate reasons.

Absolutely nothing.

Tire kickers, lookey loo's, 1st time buyers, real estate agents can't read signs and follow directions. 

If the home owners does not want feet on the grass, and the agent buys into that program, someone needs to greet the prospect at the sidewalk and escort them inside. 

Consider a sign with skull and cross bones and verbiage along the lines of 'toxic chemicals applied, contact may result in hair loss, skin irradiation, skin discoloration, yellow eyes, vomiting and emergency runs to the bathroom.' Be advised, it is just a sign.

"Stay off grass' also means curmudgeon inside.

It depends what part of the country you live in. For example in Colorado it means something totally different than here in Chicago
