What's a fax machine? I agree with most people above you should make the switch, we did over ten years ago and never looked back. Typically we use the cheap all in one printer combos, cannons are decent. We burn through them pretty fast. With everyone going digital Cam Scanner on my smart phone has become my primary scanner. Hi, you definitely need a scanner. I would recommend an all in one of the laser type however. I use a HP Laser Jet Pro -color 300 series. It also has a fax . Though there are services that have E-Fax which I have too. There will be a need to fax something, which you didn't expect. Also Scanning makes a file size huge when you are sending a file of 20+ pages. One trick I learned is if you fax to yourself that size file can be reduced to a 2 mega file size.
Bottom line I still have a phone line along with my Internet (AT&T). My line cost $45/ month. You may not think you need it, but there will be a time you wish you had it, when you have run out of time and simply need to send something fast. Also to answer your question I have not used those two other products noted in your question.

I use a printer/scanner and it works great. I use efax if I have a client who can only fax paperwork to me. I have a brother scanner/printer.

If you have efax you already have everything you need.
Converting to PDF ....even MS Word provides that capability. (follow the Print dialog and select PDF)
Unplug and get away from that fax machine. That is so six minutes ago. You will still need a scanner because you can not compel all agents in your area to be paperless or your buyers or sellers.
Your next real concern is what cloud storage resource will you use.
