FILES (from PIPL) does exactly that with no contract or lock-in what so ever.
You just upload your list as a csv, xlsx, or txt file with address and name and download the completed list (including phone numbers in your case) as a csv.
You can try searching for a few phone numbers for free (does not include mobile numbers) using PIPL’s search engine (https://pipl.com) to get an idea of what FILES can do.
disclosure: I work at this company.

I do not call potential sellers because I do not like to receive telemarketing calls.

Good morning Ashley. I would be coaching them on how to build a referral based business.

If they don't have a good number in whitepages.com I search for them on Linkedin, fb and google... Can almost always find a number... I frequently call them at their place of business... Very few mind me calling them there... I often hear from prospects that you were the only one who called me at my office... The few that say, why did you call me here and are upset are not the type of sellers I'm wanting to work with anyway... :)

Cole Realty Resources is the best way to get even cell phone numbers, it is a bit pricy, but they do have an amazingly accurate database. Mostly use them if I get a partial lead with a fake phone number like the 555-555-5555 once. Has led to a few extra closings for the team.

I have used whitepages.com because it is free. It is also handy to have HOA generated directories for the community residents.

Nice question to post, Ashley. All of us get to see what our fellow Rainers are using. For me it's whitepages.com and 411.com.
