Market value is determined by a willing buyer and a willing seller come to terms --- anything is possible...not always probable...but possible. It depends on so many different factors -- the principals involved...the market...the timing

Wanda - From what I have been experiencing, sellers do not offer better pricing because of cash buyers, if that is what you are asking. Cash no longer seems to be king, as sellers don't really care about a cash sale vs a well qualified buyer securing financing.
Now, will a seller negotiate their sales price even if they recently had a price reduction; that all depends on the seller, their personal situation, and how good the rest of the offer is from the buyer.

I tell sellers a cash buyer can back out of a contract as easily as a buyer getting a loan. I don't see too many sellers dropping prices because of cash offers.
