Michael Thornton you got a great point - believe me. I always tell all my affiliates including attorney and inspector that I will NOT interfere with your fees agreement. What matters to me is - provide my clients with the best service.

Perhaps they are being asked by their Buyer to ask.  The Buyer may have asked agent if rate was consistent with other ones agent is familiar with and since it may have been higher, they were asking for discount?  Not sure, don't like to get into agreements between Buyers and their contractors.

I give my buyers a list of home inspectors to interview and choose from.  If they want to shop rates, it's up to them but I wouldn't ask for a discount.  Home inspectors are providing a service and spend a good amount if time doing so plus writing reports.

I would never ask the home inspector to discount his fee. Although in our area some inspectors offer a military discount and give agents discount coupons to offer to their clients. I think both of these are smart marketing practices.
