I don't think owning a home matters, but certainly being licensed and licensed in the state where the deal is totally matters. There's a reason for the license requirements.
...Oh I just reread the question.. I didn't realize you said THE home as opposed to A home. I suppose if it's your home, you can do it. It may not be the smartest move financially (or securitywise), but I believe it is legal).

Our own behavior has created this outcome, and there is emerging an entirely new business model that leaves the REALTOR standing on the sidewalk.

I think so. But what I think and what is allowed are entirely different. Can things go sideaways by having unqualified individuals handle a transaction they have no traning for? Sure they can, but I think people should be free enough to make their own decisions, including horrible one's (to an extent of course) as long as they're willing to deal with the consequences and liabilities involved.
