I'm not sure if you are referring to agents who cancel showings or a prospective seller, but if you are on the market and agents cancel showings, often it is at the directive of the buyer, who has decided they didn't like the location, the neighborhood, the neighbors' houses, any number of reasons why they no longer had any interest in viewing the property. While it is unfortunate, it is often unavoidable.
If you are a prospective buyer or seller meeting with agents who cancel at the last minute, I would rethink working with them!

It's not clear to me if you are another agent or a home buyer or seller. If you are a listing agent, it does happen that I'm showing homes and my clients find one they want to write an offer on and ask me to cancel the next planned appointments.

Life does get in the way, so does unexpected traffic. Sometimes I have tight appointments to accommodate others schedules. I think appointments will take an hour and they take an hour and a half, or more. This leads to back ups that seem to multiply. I always give my next appointment a heads up. It is not because I have forgotten or "blown them off". I treat each appointment and person equally.

When I make an appointment, my intention is to keep it. Rarely have I ever had to reschedule an appointment. I always allow enough time to meet with people, even if that leaves me with some downtime between appointments. I think it's bad form to cancel an appointment. Everyone's business is important to me, and so is their time, and I want to show them that.
