Is not your MLS rules very explicit regarding the images allowed? Those rules say somethign like "Directly related to the HOUSE.'
The question being asked should be reworded, "How far can we go before another agent throws you under the bus by clicking the 'report' button for violatong MLS rules?"
The compulsion to fill all 25 slots when the 5 room house can be thoroughly covered with 9 images is a mission gone amuck.
What you do outside the mls and on youtube is an entirely different discussion.
Hey, if you want to press the envelope why not hang a few images on the walls of the house that are QR codes linked to your website or better still, lead capture page? At least that has strategic value.

Ours allows 30, but many tmes I can present the property with 12 photos. in some cases, I will then take some neighborhood attraction photos like parks, shopping center, lakes, public transpotation, hospital, pools, tennis courts, etc., but I don't worry about using 30 just becasue i can. Our mls actually allows 2 virtual tours, but one is usually enough to attratc buyers.

We have two competing MLS systems locally. One allows 25 pictures and the other doesn't have a limit. At least I haven't reached it yet as one of my listings has 50 pictures.
If you want to fill up the slots and don't have enough pictures of the property, you can use the neighborhood, nearby attractions, schools, playgrounds, beach, boating, fairs, etc.

Seems like all I can contribute is agreement with many already posting. More than close commercial establishments, I might show the nearby library, close commuter train depot, beautiful parks, walking/bicycling paths, schools, colleges/universities and even the front page of a magazine touting the community as a "Best Place to Live" destination (if that is truly so).

Consider using pics of the amenities, entrance to the subdivision, floor plan if available, focus images on any new updates made etc. Provide additional images to prevent common questions asked.
