Pop-bys are pop-bys - there should not be any price tag associated with those gifts.
In fact, I am sure you are aware of Brian Buffini's referral system, which in fact, insists on pop-bys, not necessarily expensive gifts, though. There are quite a few great ideas on their website for members.

Some I do but not all.
I usually have a big party at some point either very early or very late in the season. This year it might be late!

Calendars in a christmas card.
I mail out calendars to all my clients.
For current year clients, we buy up holiday themed tins or cookie jars AFTER the holidays (when they are marked down) then fill them with homemade cookies and fudge and deliver. For everyone else, they get a card with a personal note, although if there is someone we have a hint may be selling in the coming year, they get a gift tin/jar.
To all of my folks who I helped buy and sell real estate this year, they all receive a poinsettia. Everyone from the past only receives a card. I should do more, but I have too many mouths to feed at home...
I do not, but a card is a nice gesture.
